  Western Tidewater Community Services Board   Western Tidewater Community Services Board (WTCSB) is seeking a dynamic, highly-qualified professional to serve as its Executive Director.  WTCSB is a community services board serving individuals with behavioral health and developmental disability related concerns in Isle of Wight County, Southampton Couty, City of Suffolk, and the City of Franklin.  In addition, WTCSB is responsible for several regional program initiatives, including implementation of the 988 protocols for Coastal Virginia, an Adult Living Facility, Crisis Stabilization for Youth and Adults, Regional Training, and specialized Mobile Crisis Teams, including supports to individuals with gerontological and traumatic brain injury needs. Located in the greater Hampton Roads/Tidewater area, WTCSB has a blend of rural and urban areas of service, an operating budget of $67 million and employs nearly 800 staff.  The Executive Director is directly accountable and responsible to the Western Tidewater CSB Board of Directors for the agency’s overall leadership and professional accountability. The Executive Director is employed under an annually renewable contract. QualificationsApplicants must have demonstrated knowledge, skills, abilities, and experience in the following areas. Education:  An undergraduate degree from an accredited college or university in social work, psychology, rehabilitation counseling, other human services-related field, in business administration, public health, hospital, healthcare administration, or another management-related field is required; comparable related experience may substitute for education. A graduate degree in one of these fields is preferred. Board of Directors Experience:  2-5 years experience in reporting directly to a board of directors or other governing body structure with policy, operational, and fiduciary responsibilities, or to the person who reports to the board of directors, is required; 6-10 years experience is preferred. Management and Administration:  5 years Senior Administration experience and demonstrated knowledge of the principles and practices of human services administration, business administration, or government program administration and of human resources management and financial management, including budgeting, resource allocation, contract management, monitoring, and quality control measures is required, with 3 years post-Masters experience preferred.  10 years of overall experience with community based behavioral health and developmental services to youth and adults required. Skill in formulating policies, developing and administering budgets, negotiating and administering contracts, formulating program plans with goals and objectives, preparing and presenting reports and budget requests, and conducting effective community and public relations is required. Knowledge of performance metrics, benchmarking, data analysis and reporting as well as facility management and residential care is highly preferred. Knowledge of regional, behavioral healthcare services in crisis, crisis stabilization, and day programming is highly preferred. Leadership:  2-5 years working in a leadership position of a public or private organization with functions and responsibilities that are similar or comparable to WTCSB is required; 6-10 years experience is preferred. In addition, the ability to provide effective leadership, inspiring others by example to achieve the mission and vision of the agency, supervise and elicit superior performance from senior managers and administrators, maintain high levels of employee engagement within the organization and to respond to changing circumstances, manage organizational and financial risk, and adapt during periods of transition and uncertainty is required. Service Delivery:  Demonstrated knowledge of behavioral health and developmental disability services is required; demonstrated knowledge of these services and ability to provide clinical or programmatic oversight of these services is preferred.  Demonstrated knowledge of the concepts of and experience in applying the concepts of recovery, self-determination, or person-centered planning as they relate to mental health, developmental, or substance use disorder services and the provision of services to individuals with co-occurring disorders is preferred. Constituent Relationships:  Some experience in working with a broad range of constituents including individuals, family members, and advocacy groups within the mental health, developmental disabilities, substance use disorder service areas, or a similar or related field in human services is required. Collaborative Relationships:  Demonstrated ability to develop and maintain collaborative and supportive relationships with federal, state, and local government officials, individuals receiving services and family members, and advocacy groups is required.  Demonstrated ability to communicate persuasively and concisely, orally, in writing, and electronically, with a broad range of individuals, groups, and organizations is required. Laws and Regulations:  Demonstrated ability to interpret, communicate, and administer current federal and state laws, regulations, and policies that apply to mental health, developmental, and substance use disorder services is required.
