Minimum Qualifications Master’s degree in a human services field (e.g., Psychology, Social work, Counseling, Education); five years of increasingly responsible experience in mental health including at least three years of supervisory experience is required; or an equivalent combination of training and experience. A professional license to practice clinical mental health services (e.g. Licensed Clinical Social Worker, Licensed Professional Counselor) in the State of Virginia is highly desired. The position requires the ability to operate with a high degree of professional independence. Must have excellent oral and written communication skills, considerable knowledge of child/family behavioral health services, and strong data analytic skills. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required. Duties The Child and Adolescent Services Team (CAST) Program Manager is responsible for the complete operational oversight of all aspects of the CAST Team. CAST serves youth (mostly under the age of 18) with significant mental health and substance use concerns through a family-centered, systems of care services model. The team consists of approximately 25 mental health and substance use treatment professionals who provide a wide array of treatment services in areas that include: individual and family therapy, substance use treatment, juvenile detention center supports, Child Advocacy Center (CAC) services, MH case management interventions, specialized outpatient services, juvenile sex offender treatment, Chesterfield Recovery High School positions, and Family Assessment & Planning Team/Children’s Services Act (FAPT/CSA) collaboration and services. The Program Manager directly supervises three clinical supervisory staff and other CAST service providers, if needed. The CAST Program Manager is fully responsible for the program’s revenue and expenditures, develops and oversees an annual budget, and monitors all fiscal aspects of the program. The Program Manager is also responsible for extensive data gathering and analysis of essential program quality measures, completion of quarterly and annual reports, the development of new product/service lines influenced by industry trends and models of best practice. The Program Manager participates in, and may lead, agency and statewide committees or project groups to implement major new projects and initiatives. The Program Manager is responsible for building and fostering intra-agency connections and relationships with key stakeholders in other County departments, school system, state departments, and private agencies. The Program Manager takes part in Chesterfield Community Services Board’s Joint Leadership Team and embraces the agency’s leadership philosophy tenets. Along with the CAST supervisors, the Program Manager is responsible for the oversight of clinical documentation quality for services rendered in the program, hiring of new staff, staff development, and the maintenance of a cohesive and effective professional team.
