13:13:00 From Jennifer Faison, VACSB : Please feel free to put questions in the chat at any time. During the Q and A portion of this webinar, use the raise hand function if you would like to ask a question aloud. We will alternate between questions in the chat and question to be asked aloud. 13:17:31 From Brandie Williams : Are you able to share the name of your national expert/company that will be assisting this process? 13:20:28 From Daryl Washington : Both DMAS and DBHDS indicated they needed to delay the implementation of CCBHC due to Medicaid unwinding and the MCO RFP. Is it reasonable to expect we would be able to pull this information together by the end of August. I feel it is vital we get this right, as it will be impossible to get elected officials to "unsee" any initial numbers if they are not correct. 13:20:53 From Demetrios Peratsakis WTCSB : Many Boards closed their Day PSR Programs due to problems with billing rates and MCO authorizations. PSRs remain viable services. How will we account for this in STEP VA Cost Reporting? 13:23:11 From Daryl Washington : Will the methodology include a way to account for the higher costs of care and living in certain parts of the state? A recent report indicated a one bedroom in Arlington is now on par with the cost of a one bedroom in Manhattan. 13:26:33 From phelpsc : you should do the first training several times the first month, the second training several times the second month, and the third training several times the third month. We can't all be available only 1 day a month. 13:26:43 From Rebecca Holmes : We have a pretty substantial increase in salaries in our current fiscal year than what will be reflected in our FY23 figures. Any consideration for utilization of more up to date figures so that costs will be accurate? Concerned our data will be out of date before they're even finalized. 13:27:12 From Beth Dugan -- PWC CSB : Reacted to "you should do the fi..." with 👍 13:29:08 From Scott A. : Reacted to "you should do the fi..." with 👍 13:29:23 From Demetrios Peratsakis WTCSB : Costs are influenced not merely by the FTEs but the caseloads assigned to each provider. These vary from Board to Board. Is that unremarkable in the aggregate? Does it matter? 13:31:29 From Linda Hodges- MPNN CSB : Will the Cost Reporting factor in the mileage? This is a significant component of cost in rural communities 13:32:11 From Sasha Kerr : Reacted to "you should do the fi..." with 👍 13:32:12 From Melanie Adkins : Travel is included 13:34:00 From Brandon Rodgers : Typically we are closing our books for the previous year in September for Federal reporting. I feel like the most accurate cost reporting for FY24 would be available after that date when everything is reconciled. 13:34:32 From Brandie Williams : Reacted to "We have a pretty sub..." with 👍 13:35:41 From Daryl Washington : It answered my question 13:36:44 From Brandie Williams : How do we incorporate projection of need into our FY23 funding and service data? Significant workforce challenges impacted costs, caseloads, and capacity (not able to serve as many as we need) in FY2023. Is there an adjustment factor incorporated? 13:37:07 From Shenee McCray, RBHA : Reacted to "How do we incorporat..." with 👍🏾 13:37:11 From RMcevoy : Many CSBs operate ID-ICF's. How do the ICF cost report process compare to CCBHC? 13:37:12 From Jon M. : Replying to "you should do the fi..." I appreciate your answer, but the last time an event was recorded, it was not able to be viewed by all participants afterward. 13:37:41 From Sandy ODell : Reacted to "We have a pretty sub..." with 👍🏻 13:37:42 From Courtney Goolsby : Reacted to "We have a pretty s..." with 👍 13:37:43 From Courtney Goolsby : Removed a 👍 from "We have a pretty s..." 13:37:47 From phelpsc : Replying to "you should do the fi..." Recording does not allow for questions. That is not really a viable option. 13:40:24 From Marty Shephard, Henrico Area : As Brandie suggested, an adjustment or inflation factor? 13:43:43 From phelpsc : The largest expenses in any agency is salary and fringes. We will know our expenses for staff after the last payroll is run for June. We can estimate workers comp and SUTA and FUTA based on previous percentages. We should use FY 24 data. 13:43:55 From Ingrid Barber : Is there going to be anyone from DBHDS Finance checking our totals? 13:45:02 From Ingrid Barber : Will our financials or audits be reviewed in correlation to this report? 13:46:15 From Brandie Williams : Reacted to "The largest expenses..." with 👍 13:51:51 From Ingrid Barber : How will Administrative Cost be figured for this report? 13:52:49 From Ryan Banks : Are the DBHDS cost report forms going to be the same as what would be required for CCBHC cost report? 13:55:06 From Brandie Williams : Does it have to be final close out? 13:55:07 From Mark Chadwick (he) : A comment about using FY23 data. From my cost reporting background, it has been common to have a time lag when preparing cost reports. Cost reports should be based on audited financials or reconciled to the audited financials. 13:55:32 From Brandie Williams : We often have pretty close data soon after June 30, at least by Sept 1 13:55:34 From phelpsc : I can explain further 13:55:39 From Ingrid Barber : There is concern about end of the year close, audit, adjustments, and end of year CARS report. 13:55:41 From Ken Hickman-Director of Finance : Yes, we should be able to know our total labor costs sometime in mid/Late July. 14:00:49 From Brandie Williams : Also keep in mind that FY23 data will be challenged regarding Medicaid due to them still extending the COVID flexibilities at that time. This year's data accounts for things like decreased enrollment as eligibility re-determinations were made as well as re-implementing spend down. Also, billing differences for key services like PSR (1 unit used to be provided via phone). Just considerations... 14:05:51 From Ingrid Barber : this does not take into account end of year closing adjustments....It will be ok for payroll/salaries but other expenses will need to be considered. 14:06:41 From Nancy Parsons : If DBHDS plans on comparing figures to audited numbers we can't be using FY24 because the audit would not be finalized and available to them in time 14:11:22 From RMcevoy : We are going to need to do the DBHDS STEP VA cost report in May and June because August is year end. How soon can we get the cost report forms and instructions since we're working with FY 2023 data. 14:18:03 From D19 iPhone : When will the forms/templates be ready for review? It will be good to have them prior to the training sessions.
