SA Prevention Specialist
Job Title: Substance Abuse Prevention Specialist Status: Classification Level: 5
Summary: This para-professional level (FSLA Non-exempt) position has the responsibility for the development and implementation of substance abuse (SA) prevention programs provided by the Eastern Shore Community Services Board (ESCSB).
General Areas of responsibilities include:
• The development and implementation of evidence based, SA prevention curriculum and programs to consumers of the Board, their families and the community;
• Inter and intra-agency coordination of evidence-based SA prevention curriculum and pro-grams;
• Faithful replication of evidence-based SA prevention curricula;
• Implementation and monitoring of evaluation measures for evidence based SA curricula and programs;
• Use of ESCSB vehicles and equipment for the purposes of program/services delivery;
• Implementation of stale and grant mandated data collection systems.
In carrying out position responsibilities the incumbent reports and receives supervision from the Director of Program Development, Planning and Prevention Services. The incumbent is required to exercise sound judgment, demonstrate initiative, maintain confidentiality, sustain inter- and intra-organizational working relationships, and develop and maintain sound qualitative, well-organized SA prevention documentation and program delivery systems.
Essential Functions:
• Provide in-service training, educational activities and outreach services to consumers in var-ious settings;
• Be available as a resource for schools, social services, health departments and other human services agencies for consultation and advice on SA prevention services, programs and cur-ricula;
• Develop and implement SA prevention programs to meet the specific needs of the ESCSB clients, their families and the general public;
• Work closely with local, regional and state committee and organizations relative to SA pre-vention;
• Provide timely and appropriate written documentation of services provided in accordance with the Board, federal, state and licensure regulations;
• Provide on-going needs assessments for program development in the community;
• Administer evaluation tools and maintain data collection efforts for program effectiveness and grant reporting;
• Maintain and compile statistical reports;
• Develop and implement participant recruitment and enrollment activities;
• Provide data entry duties for prevention staff and program activity as required by state and funding sources;
• Provide transportation services for program participants;
• Participate in and complete ESCSB required trainings;
• Participate in SA Prevention specific and related professional development activities as di-rected by the Director of Program Development, Planning and Prevention Services; and
• Perform such other position-related duties as directed by the Director of Program Develop-ment, Planning and Prevention Services and/or the Executive Director for providing services to the specified population.

Education and Experience:
• High school degree of general education diploma (GED) required, minimum six (6) months position related experience preferred; Bachelor’s degree in nursing, social services, psy-chology, or related field preferred; or any equivalent combination of education, training, and experience which provides the required knowledge and abilities.
Required Knowledge, Skills and Abilities:
The incumbent needs to possess the following knowledge skills and abilities:
• Drug use and abuse; progression of adolescent and adult chemical dependency; early child-hood development; behavior management; the psychosocial and physiological effects of substance abuse; effective SA prevention programs; federally recognized science-based prevention theories and strategies; evidence-based SA prevention curricula; appropriate and adequate tools for program assessment and fidelity monitoring; program and curricula eval-uation measures.
• Computer word processing and publishing software; basic data entry skills; utilization of in-ternet and on-line information systems; program and community assessment; program de-sign and implementation of innovative SA prevention programs; small and large group facil-itation abilities; implementation of evaluation instruments; record keeping and inventory maintenance; professional report development; safe and appropriate driving skills.
• Provide on-going needs assessments; creatively develop and implement SA prevention pro-grams, materials, and resources; implement evidence-based prevention curriculum with faithful replication; effectively communicate in oral and written form; administer program evaluation tools; interface professionally with local, regional and state agencies and repre-sent the ESCSB services; demonstrate initiative and work independently; maintain confiden-tiality; sustain effective inter- and intra- working relationships.
