Billing and Reimbursement Manager

The City of Virginia Beach is seeking a dynamic and skilled Billing & Reimbursement Manager to lead the Department of Human Services’ reimbursement division. This pivotal role reports directly to the DHS Chief Financial Officer and provides leadership and guidance to a dedicated team of 13 staff members.
As the Billing & Reimbursement Manager, you will drive the strategic and operational functions of the reimbursement division. This position is ideal for someone with strong analytical abilities, a deep understanding of third‑party reimbursement, and a passion for improving processes in a meaningful public service environment.
In this role, you will:
- Research, analyze, and summarize reimbursement records to develop complex reports.
- Provide regular reimbursement analysis and updates to leadership.
- Identify and address reimbursement issues related to Medicare/Medicaid laws, regulations, and other third‑party payers.
- Review and update billing policies and procedures to ensure efficiency and compliance.
- Collaborate with Information Technology to maintain and enhance billing systems.
- Serve as a liaison with Reimbursement/Accounts Receivable Managers across Virginia.
- Stay informed of reimbursement trends and incorporate improvements into department activities.
- Develop training programs and strengthen multi‑function capabilities within the reimbursement team.
- Ensure the timely and accurate credentialing of staff.
- Maintain expert knowledge of payer‑covered services, including credentialing, provider paneling, documentation, and billing requirements.
