Arlington County Department of Human Services’ Economic Independence Division (EID) is seeking an Administrative Officer to lead its Financial & Administrative Support Services (FASS) Unit. This is a senior-level administrative and financial management position responsible for planning, directing, and coordinating the fiscal and administrative operations of EID’s suite of social services. This position exercises significant independent judgment and serves as a principal advisor on financial strategy, operational efficiency, and resource allocation.

Responsibilities
Major Duties include:
- Directing the development, implementation, and monitoring of a multi-source operating budget exceeding $100 million, ensuring compliance with County, state, and federal financial procedure and audit requirements;
- Overseeing budget formulation, justification, execution, and variance analysis
- Preparing and delivering budget presentations to senior leadership and governing bodies;
- Establishing and administering internal controls to ensure integrity of financial transactions and compliance with legal and regulatory requirements;
- Managing procurement, contract administration, accounts payable, and financial reporting functions;
- Ensuring audit preparedness and coordinates responses to internal and external audits;
- Planning, organizing, and evaluating the work of professional and administrative staff engaged in financial and operational functions; and
- Coordinating with County divisions, external partners, and oversight entities to ensure consistent application of financial policies and practices.
- Establish and manage outcome-based performance measures and create processes and procedures, as needed, to streamline Division operations and services; and
- Understand the needs of EID and DHS clients and the community.
Qualifications
Minimum:
Education: Bachelor’s degree in public/business administration, finance, accounting or related Field; plus
Experience: Significant and progressively responsible experience in program administration and/or management, which includes budget development and analysis, and/or reconciliation of accounts, and other administrative functions such as Human Resources, Procurement, program planning, grants management, and/or contracts management.
Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.
Desirables: Preference may be given to candidates with demonstrated experience in one or more of the following areas:
- Local government program experience involving the use of and accountability for State and Federal funds;
- Interpreting and applying procurement regulations;
- Developing or implementing human resources policies/programs and/or managing human resource information;
- Coordinating the objectives and projects of various bureaus, programs, stakeholders and employees; and/or
- Analyzing productivity reports and/or monitoring compliance with legal, financial and grant provisions.
