General Statement of Duties Closing Date:  This position closes on Monday, April 6, 2026.For the Department of Mental Health and Developmental Services, supervises all agency accounting functions in accordance with the prescribed uniform system of accounts; serves as administrative office manager; does related work as required.
Essential Duties This position is responsible for the development and monitoring of annual expenditure and revenue budgets exceeding $62 million; development and reporting of financial data for State Performance Contract with the Virginia Department of Behavioral Health & Developmental Services; assisting the agency with grant applications and financial reporting of grants; providing support to the Community Services Board through development and presentation of financial reports, board papers for funds being appropriated and donation reports; monitoring of procurement card transactions, petty cash, change fund and client fund management compliance; and provide effective management to the Financial Management Team responsible for accounting, accounts payable, purchasing, and customer services. Extensive knowledge of the principles, methods and practices of accounting; (some positions may require) good knowledge of third-party reimbursement; good knowledge of the principles underlying the laws, ordinances, and regulations governing financial operations; good knowledge of modern business and personnel management practices; good knowledge of data processing systems and practices as related to financial management and reporting; ability to plan, organize and direct the installation of accounting systems and procedures; ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements and reports; ability to effectively manage and oversee multiple facilities and sites; ability to establish and maintain effective relationships with co-workers and the public; good professional judgment.
Minimum Qualifications Education and Experience: Education: Four (4) year degree in accounting, finance or other relevant degree, degree in Public Administration preferred; Eight (8) years of progressively responsible professional accounting experience managing the financial operations of a large department, including two (2) years at a mid-level or higher managerial level; CPA preferred; OR: Any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
