The Child & Family Services Division (CFSD) of the Department of Human Services (DHS), Children’s Behavioral Health Bureau (BHB) is seeking an experienced clinician and leader to serve as a Bilingual Assistant Behavioral Health Supervisor (English/Spanish).  The Bureau is responsible for providing comprehensive, trauma informed, culturally responsive mental health and substance use services to help youth, with the support of their parents, thrive in their environments.  Services for youth are provided in their homes, school, community, County facilities, DHS office, and via telehealth. For more information, please visit Child & Family Services Division.

Specific duties include:

• Providing direct clinical, licensure, and administrative supervision of assigned staff/interns as directed by Manager (including conducting chart audits, supporting compliance standards, case load management and monitoring);
• Coordinating onboarding and ongoing training for new staff and interns;
• Providing training and support to staff;
• Representing CFSD and BHB in program work groups and committee’s;
• Providing public information and education regarding program services and access procedures;
• Participating in and assigning community outreach, engagement, education activities related to behavioral health and/or potential clients and families;
• Maintaining modified caseload of clients and their families including mental health and/or substance use, case management, etc.;
• Supporting teams in managers’ absence and coordinating coverage for staff;
• Assisting managers with program development and coordination to address identified behavioral health needs and implement best practices-including development of policies and protocols, performance measures/outcome reporting and other process improvements and strategic planning and implementation activities; and
• Meeting policy requirements for accurate and timely clinical documentation and productivity standards.

Education:

• Master’s degree from an accredited college or university in a clinical field such as Counseling, Psychiatric Social Work, Psychology, Art Therapy, or other directly related clinical field.

Experience:

• Considerable post-Master’s degree experience providing clinical therapy and other mental health services, which included the application of diagnostic and treatment services; plus
• The above experience must include one year evaluating and treating children and/or adolescents with histories of trauma (including abuse, neglect, domestic violence, separation, and loss), substance use disorders, serious emotional disturbance, at-risk conditions, and/or involvement with multiple service systems.

License/Certifications

• Possession of professional licensure (LPC, LCP, LMFT, LCSW) from the appropriate board of the Virginia Department of Health Professions upon hire or within 90 days of employment; plus

Bilingual: This position requires employees to be proficient in speaking and understanding Spanish.  A language assessment will be required before a candidate can be hired into this position. Desirables: Preference may be given to candidates with experience in one or more of the following:

• Serving as a mental health team lead or supervisor;
• Providing case management/therapy services to youth with a serious emotional/mental illness/substance use in an outpatient or community-based setting;
• Behavioral health practices, methods, regulations, and service delivery systems; and/or
• Managing staff and contributing to program planning or service improvement efforts.

Special Requirements The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator’s license from the applicant’s place of residence and authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant’s official state/district driving record. An offer of employment may be contingent upon a favorable review of the applicant’s driving record. A pre-hire background check will be conducted an all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history which will require the applicant to sign a release authorizing the County to obtain the background information. State of Virginia Child Welfare and Neglect Central Registry checks will be required. Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:

• You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (except for Crisis Intervention services).
• At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.

An assessment of verbal Spanish proficiency would be required before a candidate can be appointed to this bilingual position (English/Spanish). The incumbent in this bilingual position will receive the language pay premium on all hours worked. Additional Information Work Hours: Monday – Friday, 8:30 a.m. to 5:00 p.m. or as established by program need.  At least two evenings per week (after 5 p.m.) are required. Some telework may be available contingent upon supervisor approval and workload requirements. The office is located at 2100 Washington Blvd (Sequoia Plaza).
