Emergency Services Clinician

This professional level (FLSA Exempt) position has responsibility for the provision and coordination of emergency services for mental health, substance abuse, and mental retardation consumers served by the Eastern Shore Community Services Board. General areas of responsibilities include: • Providing crisis intervention/evaluation/referral to persons experiencing mental health, mental retardation, and substance abuse emergencies; • Providing liaison/case management services for current and prospective ESCSB consumers experiencing a crisis to facilitate the linkage of individual services needs with appropriate services within the agency, other human services agencies in the community, public and private hospitals, and with other interested persons as well as family members; • Attending court and preparing necessary paperwork for involuntary emergency hospital admissions; • Conducting clinical evaluations to insured/non-insured consumers on an emergency basis to facilitate expediency in services delivery; • Participating in after hours on-call schedule; and • Providing crisis stabilization services. In carrying out the position responsibilities, the incumbent reports to and receives supervision from the Emergency Services Supervisor. The incumbent is required to exercise sound judgment, demonstrate initiative, maintain confidentiality, sustain effective intra- and inter-organizational working relationships, and develop and maintain sound, qualitative, well-organized services for the specified populations. MAJOR DUTIES: • Provide crisis stabilization services to persons experiencing an exacerbation of psychiatric symptoms; • Provide crisis intervention services; • Perform emergency clinical intakes by acting as initial contact for MH and SA consumers entering the system; • Provide day-time emergency services to the mental health, substance abuse, and mental retardation population; • Provide pre-screening services for public and private hospitals; • Coordinate with appropriate staff; human service agencies, hospitals, clinics, courts, and all other community resources in order to provide case management services for current and prospective ESCSB consumers admitted/discharged from psychiatric hospitalizations; • Provide and coordinate hospital pre-admission screenings; • Participate in emergency services staff meetings; • Attend annual VACSB conference and other educational venues as appropriate to position; • Provide consultation and review of cases for emergency needs per request of supervisors of other ESCSB mental health, mental retardation, and substance abuse staff members; • Document services in accordance with all third party insurance or licensure guidelines; • Coordinate emergency transportation with family members, law enforcement officers, and other required persons; • Participate in the after-hours emergency on-call system as directed by the Emergency Services Coordinator; • Perform other job related duties as directed by the Emergency Services Supervisor, the Director of Clinical Services and/or the Executive Director for providing services for the emergency services population. QUALIFICATIONS: BFOQ — In order to be a pre-screener in the state of Virginia, the individual must hold a master’s degree. The incumbent should have position-related experience with the population served as well as experience responding to clinical emergencies and possess the following knowledge, skills, and abilities: Knowledge of: Mental health, substance abuse, and mental retardation; the principles and techniques of mental health, substance abuse, and mental retardation crisis intervention; principles and techniques of case management services; pre-screening, pre-discharge, and treatment planning; principles and techniques of human services delivery systems; individual and family counseling; family system dynamics; and inter- and intra-agency coordination. Skill (s) in: Providing emergency services to the mental health, substance abuse, and mental retardation population; identifying and accessing appropriate human service agencies using the family system approach orientation to services provision; interviewing, documenting service provision. Ability (ies) to: Provide emergency services to the specified population; interface with local human services that may be of assistance in or have direct involvement over all consumer services provision; work effectively with all types and/or level of people; provide short-term intensive treatments; coordinate emergency services coverage; maintain a working relationship; exercise sound judgment; demonstrate initiative; maintain confidentiality; and effectively communicate in written and oral form.
