REQ#: 70000020 Nursing Manager – Short term Stabilization Services Center GENERAL STATEMENT OF RESPONSIBILITIES: This is a FLSA exempt position. The incumbent serves as the Nursing Manager for Region Ten’s crisis and short-term stabilization center programs and crisis related services. In this capacity he/she has responsibility for supporting the supervision of Center nurses as well as the management and oversight of clinic/med room staff and processes. Review and evaluation of medication management trainings to assure a smooth and coordinated pharmacy and medication clinic operation for the Center, with particular focus on SUD residential and crisis stabilization unit functionality. Being part of the Center’s management team, he/she will be expected to assist in intermittent on-call responsibilities and decision making as required in the role. The incumbent reports to the Senior Director of the Center, with consultation with the Medical Director as needed. All of his/her work is subject to review and direction by the Senior Director. In carrying out position duties, he/she performs in accordance with applicable professional ethics and established Region Ten policies. The HIPAA access level for this position is Level Two The essential functions of this job are starred below (*) under “Major duties.” MAJOR DUTIES: 1. *Under the direction of the Senior Director and in collaboration with Center Directors and other program managers, he/she provides positive programmatic leadership and coordination of staff services. 2. Working with the Director of each program, he/she recruits, hires, trains, schedules, supervises, and evaluates the performance of nursing staff for the Center as needed. These hiring and supervision duties are shared with the Manager/Director of those programs. 3. * Serves to support each program with needed nursing resource, to include but not limited to on-site coverage, med room audit and organization, trainings, medication error reviews and refresher trainings, clinical and medical review of referrals and consumer needs. 4. *Remains up to date on state requirements for Medication Aide trainings as they apply to the agency and staff; and works with Training Director to implement needed training updates and changes as part of the agency wide nursing pool of trainers. Coordinates with training department to ensure compliance with up to date medication aide guidelines 5. *Provides regular and consistent supervision to the Center nursing staff to assure policy compliance, routine oversight of medical nature questions, and avenues for collaboration and professional growth. 6. *Recommends and creates follow-up competency checks as needed for Center staff on training materials, especially as they relate to medical-related trainings. 7. *Research medication errors and provide staff re-training as needed; conduct site visits as follow up to medication aide trainings, as needed. May include auditing of consumer charts. 8. Reviews and monitors agency and staff medication aide practices; makes recommendations to Senior Director to be forwarded to Medical Director and senior leadership team, as necessary. Provides guidance as it relates to medication aide guidelines and agency policy. 9. *Responsible for med room set up and clinical operation. Such tasks may include ordering and tracking of medications and supplies, tracking of medications and supply invoices, monitoring of controlled drugs, medication delivery, injections and venipuncture services, monitor the ordering and tracking of atypical medications including funding support, as needed, and in collaboration with other Center staff and practices. 10. *Advises the Senior Director on staff and program compliance with all applicable state, federal, and agencies policies and regulations governing the provision of Nursing services. Specifically: a) Board of Nursing and Board of Pharmacy Rules and Regulations b) Applicable statutes of Virginia relating to the Department of Behavioral Health and Developmental Services (DBHDS) c) OSHA policies and procedures d) All Region Ten policies and procedures found in the policy and procedure manual 11. *Supervise and coordinate computerized pharmacy operation and E-mar adherence. 12. Participates in professional groups or associations that would be beneficial to the agency. Attends Regional Crisis stab mtgs, and regional DBHDS nurses mtg as appropriate and as available. 13. Participate as a team member in the provision of services by attending all appropriate meetings, consulting and coordinating services with other staff from all divisions, along with developing and utilizing intra-agency communication skills. 14. *Maintains appropriate licensure and certification 15. Reads all agency communication (i.e., Staff Notes, E-mail, etc.). 16. Communicates effectively and in a timely manner with all mutual agency providers. 17. Attends all training updates on the electronic health record. Serves as the conduit of information and ensure education and updating of Center staff on the electronic health record, data accuracy, and quality documentation. 18. Participates as part of the Center’s Managerial on-call rotation. 19. Other duties as assigned or necessary Nurse 1. *Provides medication management, nursing care and assessment to all clients needing this support across the crisis continuum, as well as those who are receiving pharmacy services. 2. Monitors and assesses consumer needs for psychiatric evaluation, crisis intervention, therapy, access and case management as they encounter crisis service needs. Will refer to appropriate staff or service providers if such needs, beyond medication management, arise. 3. Assumes major responsibility for the medication program including ordering, delivery and administration of IM medication, delivery of sample and other oral medications, coordination, implementation, and tracking of indigent medication programs, tracking of the newer medications (atypical antipsychotic, etc.) and requirements for obtaining these medications. 4. Practices good venipuncture techniques and trains others as needed, in accordance with Med aide training guidelines. 5. Completes nursing assessment for all new admissions to the CTH within 72 hours of admission. 6. Assists in med tech certification for crisis staff by observing med passes. 7. Participates in triaging clients for admission, including reviewing admission documents, asking pertinent medical questions, and pointing out any discrepancies in medical forms 8. Facilitates access for clients needing referral to other medical facilities. 9. Gives consultation to other clinical staff regarding health care issues. 10. Is able to work intra-agency in establishing and maintaining a positive working relationship regarding medications, supplies, laboratory services, and pharmacy services. 11. Maintains complete and current clinical records and service provider data. QUALIFICATIONS: The incumbent must have a college degree and have sufficient relevant work experience. Must be an RN with a current, active, unrestricted license. Must meet criteria of the state to be trained as a Master Trainer for the 32-hour Medication Aide training, including at least 3 years of experience in administering or delivering medications. If not a Master Trainer for Medication Aide at the time of hire, must successfully complete the required state instructor training at first available training; Region Ten will provide or arrange for this training. The incumbent in this position must be a graduate of an accredited Nursing program and be licensed/registered to practice in the Commonwealth of Virginia, with at least 2 years of psychiatric nursing experience. The incumbent must possess the following knowledge, skills and abilities: Knowledge of: Principles of adult education; principles of course development and design, evaluation and supervision; incorporating training to include points from policies and procedures, case management, psychopharmacology, chronic population; blood-drawing techniques; medical issues related to mental illness; family, individual and group techniques; family, biological and disease processes; crisis intervention; biological sciences and disease processes; substance abuse symptomatology; medications and medication side effects; supervision principles; state and federal regulations; code of ethics; services/ facilities/ resources available in the community; communication/ coordination. Skills in: Communication with a diverse range of people; creating a pleasant, supportive, professional training and office environment; assessing needs of the chronically mentally ill and those in psychiatric or substance using crisis; planning appropriate intervention; case management; dispensing medications and drawing blood; providing consultation; record keeping; crisis intervention; multiple therapeutic techniques; staff supervision and management; developing cohesive team efforts; effective time management; teaching adult learners, managing a classroom to be an effective and supportive trainer; problem solving strategies; maximizing productivity of staff members; use of computers and computer programs; planning, evaluating, revising, establishing effective procedures; accurate and timely record keeping.
